Assisted living in New York

New York licenses assisted living through NYSDOH, Adult Care Facilities, under the license types Adult Home; Enriched Housing Program; Assisted Living Residence (ALR) with Enhanced ALR and Special Needs ALR (dementia). The state's own list, as of 2026 Q2, counts 523 licensed facilities with 51,211 beds; 505 of them have 20 or more, the smallest size HUD's Section 232 program insures. HUD's active-loan file shows 46 FHA-insured assisted living loans in New York with $587.9 million outstanding as of September 30, 2026.

The National Post-acute and Long-term Care Study, run by CDC's National Center for Health Statistics, estimates residential care communities with four or more beds. 2020 is its latest wave with state figures, so these numbers differ from the state's own list.

Since fiscal 2001 HUD has endorsed 87 FHA-insured assisted living loans in New York for $1,174 million of original principal, 34 of them for new construction or substantial rehabilitation, and 20 since fiscal 2021. 12 of today's active loans carry a note rate of 5% or more. The active file also lists 9 board and care loans in the state.
